Common thread runs through Shreveport

There’s a common thread running through Shreveport neighborhoods, and it appears to be crime and dilapidated houses that are often used by drug dealers. Thursday night, residents of district “A” faced the mayor with their concerns. It was the third of seven town hall meetings Shreveport Mayor Cedric Glover is hosting. He’s asking the people to step forward with what troubles them the most about their communities. And the people are speaking up. So what can you and the city do if you live next to one of those dilapidated houses or trash heaps? Wardell Bowie heads up Shreveport’s Code Enforcement. “Narcotics or any other type of illegal activities, they need to contact the police first, then the second thing they need to do is call code enforcement.” A city inspector will see if the structure violates any of the city’s code. If it does, the city will start the legal process to notify the owner. That notification process takes between four to six months. “If the owner doesn’t contest, the city forces will come in a tear the house down and put a lien against the property,” Bowie said. If the owner does fight, you have to wait while the case creeps its way through the legal system taking years. And what about junked cars? Again, an inspector will issue a citation. If the owner contests, it could be months or even years of legal wrangling. Bowie calls his job huge, as many as 16,000 complaints a year and only a dozen or so inspectors and one newly hired paralegal. The city’s looking at rewriting some of its code to make it easier to deal with eyesores. Here is a list of the remaing town hall meetings:

    After just watching your 10:00 report on the code issus I do have some suggestions. I live in the Fairfield Historic District and have been fighting code issues for the 4 years I have lived here. I believe the heart of the problem is an accountability issue. I have called in abondoned cars over and over and they of course have no record. I have called in structures that are falling in and a haven for the homeless and drug dealers. If the taxpayer calling in the complaint was given a reference number there would be proof and records. With technology as it is today, there is no reason this could not be done for a reasonable amount of dollars. That would solve the “we don’t have a record of that being reported” excuse. I also believe that the city should take a pro active stand agains code violations. I have seen with my own eyes code personnel coming to site a violation that has been turned in and doing nothing about another that is right beside it. When questioned about this practice, I have been told that if it is not turned in they are not going to issue a citation. In our district, we need a full time person to ride the area, turn in the problems, follow up on the problems daily (or they will be lost since there is no system of accountability) and continute to call until something is done. Unfortunately, we all have paying jobs and therefore eventually give up. Our code system is broken and it needs to be fixed. We are constantly told that the violators have rights too. There has to be a way. There are too many cities that have an efficent system to handle code issues. My hope is that Mayor Glover will hear this complaint from enough districts and realize that this is something that can be fixed with research and initative.

    I have been reporting a severely burned house at 3020 Woodford Street for over 4 years and it is still standing. I drove by the house earlier this week and all the windows are broken out and the front door is wide open. This house is far beyond repair. I reported the house again; I am hoping for a response.

    I live in a reasonably quiet neighborhood with houses ranging from40 years old to 1 year. There is an abandoned house next door to me that is an eye sore to the entire street. Most neighbors here keep their yards nice and clean. Yet if I wanted to sell my nicely landscaped and well kept home, I feel that this delapidated place next door would keep me from selling at a fair market price. I had my council person to come by two weeks ago but have not heard anything from her on what I can do.
    Wonder if neighbors can petition, we sure don’t want to wait “years” to get anything done. Frustrated to say the least.

    Shreveport Resident, I would have to agree. Looks like all three stations here have updated their sites recently. I am disappointed by the results. New look but nothing else has changed much.

    It seems that KTBS is trying to keep up with the changing times. I like the new format. It’s my understanding that this is not the finished product and their website will keep improving over the next few months.

    Since I am from South Bossier, I would like to ask the Shreveport Resident what he/she is disappointed in. What was bad that is now worse? And Earnest, what needs to be changed?

    If the two of you can offer some constructive criticism to any of the local stations as viewers/listeners/readers, etc., I’m sure they would appreciate the input. But you know what they say about opinions…everybody’s got one!

    personally i think every new station has nothing but bad news. instead of telling us how many people have died in the war tell us what good has been done. im tired of people yappin about the same stuff all the time. please stop beating a dead dog and move on.

    I don’t understand why people think that the Jena 6 should not punished. It is considered a hate crime to hang a noose in a tree. Which was put there because of a coming football game. But it is not considered a hate crime when 6 Aficaian Americans beat up a White student. How is 6 to 1 fair. How can that not be considered a crime.
